However, this isnt a good sign. Something in your computer is not properly grounded, which could cause problems later down the road.

There might be a problem with the ground wire in the power supply. Unplug it from the power connector, and then plug the speakers in. Reattach the power connector and turn it on, if it still shocks you after this I'd suggest you contact an electrician or computer repair shop.
